Rationale and aims

Advantages of the Toolkit:

The Toolkit offers guidance for building or strengthening monitoring systems and improving coordination across sectors so that fewer attacks on education remain unnoticed. It enhances institutional capacity to monitor the incidence and impact of:

attacks on schools;
attacks on students and teachers;
child recruitment at, or on the way to or from, school;
sexual violence at, or on the way to or from, school or university;
attacks on higher education; and
military use of schools and universities.

Harmonization of definitions

The Toolkit contributes to better harmonization of definitions of attacks on education and military use of schools and universities. Doing so allows for more accurate comparisons within and across countries and supports efforts to monitor these attacks globally.

Enhanced data collection and analysis

The Toolkit enhances information gathering through data collection templates, a codebook, and set of indicators on the various attacks on education and military use of schools and universities.

The Toolkit strengthens data analysis by specifying calculations to determine the scope and short- and long-term impacts of attacks on education and military use. The tools produce more accurate counts of violations and improve our understanding of patterns and trends in attacks, from the number of school days lost to percentage of schools attacked in a region.

Improved response

With improved information gathering and analysis, governments, civil society organizations, and international agencies can better raise awareness about attacks, develop attack prevention and mitigation plans, and ensure accountability for attacks on education and military use.
